Project Name: “Energy Efficient Regions: Introducing Mechanisms to Increase Energy Saving in Public Buildings and Promoting “Green Energy”
The Republic of Armenia has received a grant from Eurasian Fund for Stabilization and Development (hereinafter – EFSD) towards the cost of “Energy Efficient Regions: Introducing Mechanisms to Increase Energy Saving in Public Buildings and Promoting “Green Energy” and intends to apply part of the funds to cover eligible payments under the Contracts for: Lot 1. Policlinic N 8 Health State Closed Joint-Stock Company (CJSC), Lot 2. Yerevan Figure-Skating and Hockey Sports Scholl State Non-Profit Organization (SNPO).
The Armenia Renewable Resources and Energy Efficiency Fund acting as the Project Implementation Unit (PIU) invites sealed Bids from eligible Bidders for performance of works: Lot 1. EFSD -W/1/2022 Policlinic N 8 Health State Closed Joint-Stock Company (CJSC), Lot 2. EFSD -W/2/2022 Yerevan Figure-Skating and Hockey Sports Scholl State Non-Profit Organization (SNPO). Bidders may bid for one lot, or combination of two lots. Bids will be evaluated separately for each lot so that when bidding for more than one lot, separate Bids should be prepared and submitted for each lot. Similarly, discount (if any) should be offered for each lot. Any combined discount for two lots will not be taken into account in bid evaluation. One contract will be signed for each lot.
Bidding documents in Armenian language (and additional copies) may be obtained free (without payment) either electronically, or hard copy at the Armenia Renewable Resources and Energy Efficiency Fund, 29/1 Sayat-Nova, Yerevan, Armenia. Interested Bidders may obtain further information at the same address.
The PIU will arrange a Pre-bid Conference on November 29, 2022. During the conference, will be clarified all the issues related to preparation of Bids. Not participation in the pre-bid conference will not be a ground for rejection of a bid.
Bids shall be valid for a period of 90 days after Bid opening and must be accompanied by Bid Securing Declaration.
When bidding for more than one lot, a separate Bid Security Declaration should be submitted for each lot.
Bidding will be conducted through the National Competitive Bidding (NCB) as specified in the Procurement Policy for projects financed by the EFSD (last updated on November, 2018), the Procurement Procedures for projects financed by the EFSD (last updated on November, 2018) (Policy and Procedures posted on https://efsd.org/en/about/documents/policies_and_procedures/), and the Bidding Documents.
Bidding is open to all Bidders complying with the eligibility criteria as defined in the Procurement Policy for projects financed by the EFSD and meeting the qualification criteria/requirements as defined in the Bidding Documents.
Qualification requirements include, but not limited:
a/ Lot 1: 63,000,000 AMD
b/ Lot 2: 186,750,000 AMD
a/ Lot 1: 9,800,000 AMD for each contract
b/ Lot 2: 58,100,000AMD for each contract
a/ Lot 1: 7,000,000 AMD
b/ Lot 2: 20,750,000 AMD
When bidding for more than one lot, Bidders should meet the combined minimum requirements of the relevant lots to be qualified and to be awarded more than one lot (contract).
Bids shall be delivered to the Armenia Renewable Resources and Energy Efficiency Fund, 29/1 Sayat-Nova, Yerevan 0019, Armenia on or before 15:00, December 14, 2022. Electronic bidding shall not be permitted.
Late Bids will be rejected and returned unopened to the Bidders. Bids will be opened physically in the presence of the Bidders’ representatives who choose to attend in person.
