The Republic of Armenia has received a grant from Eurasian Fund for Stabilization and Development (hereinafter – EFSD)<\/strong> towards the cost of “Energy Efficient Regions: Introducing Mechanisms to Increase Energy Saving in Public Buildings and Promoting \u201cGreen Energy”<\/strong> and intends to apply part of the funds to cover eligible payments under the Contracts for: Lot 1.<\/strong> EFSD -W\/3\/2023 Polyclinic<\/strong> named after Enrico Mattei CJSC of Gyumri Municipality, Lot 2. EFSD -W\/4\/2023 Polyclinic named after Grigor Narekaci CJSC of Gyumri Municipality. <\/strong><\/span><\/p>\n

The Armenia Renewable Resources and Energy Efficiency Fund<\/strong> acting as the Project Implementation Unit (PIU) invites sealed Bids from eligible Bidders for performance of works: Lot 1.<\/strong> EFSD -W\/3\/2023 Polyclinic<\/strong> named after Enrico Mattei CJSC of Gyumri Municipality, Lot 2. EFSD -W\/4\/2023 Polyclinic named after Grigor Narekaci CJSC of Gyumri Municipality.<\/strong> Bidders may bid for one lot, or combination of two lots. \u00a0 Bids will be evaluated separately for each lot so that when bidding for more than one lot, separate Bids should be prepared and submitted for each lot. \u00a0Similarly, discount (if any) should be offered for each lot. Any combined discount for two lots will not be taken into account in bid evaluation. \u00a0One contract will be signed for each lot.<\/span><\/p>\n

Bidding documents in Armenian language shall be obtained by sending a request letter to the following E-mail zaruhi.gharagyozyan@r2e2.am<\/a>. Hard copy of bidding documents may be\u00a0 obtained against payment of 50,000 AMD<\/strong> to the Special Account of the R2E2 Fund specified below and submission of invoice (hard copy submitted to the R2E2 Fund, or scanned version of original sent via E-mail) to the Armenia Renewable Resources and Energy Efficiency Fund, 29\/1 Sayat-Nova, Yerevan, Armenia<\/strong>. Electronic version of bidding documents may be obtained Free<\/strong>, via E-mail. Interested Bidders may obtain further information at the same address.<\/span><\/p>\n

The R2E2 Fund will arrange a Pre-bid Conference on January 24, 2023.<\/strong> During the conference, will be clarified all the issues related to preparation of Bids. Not participation in the pre-bid conference will not be a ground for rejection of a bid.<\/span><\/p>\n

Bids shall be valid for a period of 90 days after Bid opening and must be accompanied by Bid Securing Declaration. <\/strong><\/span><\/p>\n

When bidding for more than one lot, a separate Bid Security Declaration should be submitted for each lot.<\/span><\/p>\n

Bidding will be conducted through the National Competitive Bidding (NCB) as specified in\u00a0the Procurement Policy for projects financed by the EFSD\u00a0(last updated on November, 2018), the Procurement Procedures for projects financed by the EFSD (last updated on \u00ad\u00ad\u00adNovember, 2018) (Policy and Procedures posted on https:\/\/efsd.org\/en\/about\/documents\/policies_and_procedures\/), and the Bidding Documents.<\/span><\/p>\n

Bidding is open to all Bidders complying with the eligibility criteria as defined in the Procurement Policy for projects financed by the EFSD and meeting the qualification criteria\/requirements as defined in the Bidding Documents.<\/span><\/p>\n
