{"id":8363,"date":"2022-11-15T08:12:26","date_gmt":"2022-11-15T08:12:26","guid":{"rendered":"https:\/\/old.r2e2.am\/?p=8363"},"modified":"2022-11-15T08:19:21","modified_gmt":"2022-11-15T08:19:21","slug":"invitation-for-bids","status":"publish","type":"post","link":"https:\/\/old.r2e2.am\/en\/2022\/11\/15\/invitation-for-bids\/","title":{"rendered":"Invitation for Bids (IFB)"},"content":{"rendered":"<p><\/p>\n<h3>\u00a0<span style=\"color: #000000;\">Date: <strong>November <\/strong><strong>14, 2022<\/strong><\/span><\/h3>\n<p><span style=\"color: #000000;\">\u00a0Contract Identification No.:<strong> EFSD -W\/1\/2022,\u00a0<\/strong><strong>EFSD -W\/2\/2022<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">\u00a0EFSD Grant<\/span><\/p>\n<p><span style=\"color: #000000;\">Project Name: <strong>&#8220;Energy Efficient Regions: Introducing\u00a0<\/strong><strong style=\"font-size: 1rem;\">Mechanisms to Increase Energy Saving\u00a0<\/strong><strong>in Public Buildings and Promoting \u201cGreen Energy&#8221;<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">The Republic of Armenia has received a grant from <strong>Eurasian Fund for Stabilization and Development (hereinafter &#8211; EFSD)<\/strong> towards the cost of <strong>&#8220;Energy Efficient Regions: Introducing Mechanisms to Increase Energy Saving in Public Buildings and Promoting \u201cGreen Energy&#8221;<\/strong> and intends to apply part of the funds to cover eligible payments under the Contracts for: <strong>Lot 1.<\/strong> <strong>Policlinic N 8 Health State Closed Joint-Stock Company (CJSC), Lot 2.<\/strong> <strong>Yerevan Figure-Skating and Hockey Sports Scholl State Non-Profit Organization (SNPO).<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">The Armenia Renewable Resources and Energy Efficiency Fund acting as the Project Implementation Unit (PIU) invites sealed Bids from eligible Bidders for performance of works:<strong> Lot 1.<\/strong> <strong>EFSD -W\/1\/2022<\/strong> <strong>Policlinic N 8 Health State Closed Joint-Stock Company (CJSC), Lot 2. EFSD -W\/2\/2022<\/strong> <strong>Yerevan Figure-Skating and Hockey Sports Scholl State Non-Profit Organization (SNPO). <\/strong>Bidders may bid for one lot, or combination of two lots. \u00a0 Bids will be evaluated separately for each lot so that when bidding for more than one lot, separate Bids should be prepared and submitted for each lot. \u00a0Similarly, discount (if any) should be offered for each lot. Any combined discount for two lots will not be taken into account in bid evaluation. \u00a0One contract will be signed for each lot.<\/span><\/p>\n<p><span style=\"color: #000000;\">Bidding documents in Armenian language (and additional copies) may be obtained free\u00a0 (without payment) either electronically, or hard copy at the <strong>Armenia Renewable Resources and Energy Efficiency Fund, 29\/1 Sayat-Nova, Yerevan, Armenia<\/strong>. Interested Bidders may obtain further information at the same address.<\/span><\/p>\n<p><span style=\"color: #000000;\">The PIU will arrange a Pre-bid Conference on <strong>November 29, 2022.<\/strong> During the conference, will be clarified all the issues related to preparation of Bids. Not participation in the pre-bid conference will not be a ground for rejection of a bid.<\/span><\/p>\n<p><span style=\"color: #000000;\">Bids shall be valid for a period of 90 days after Bid opening and must be accompanied by <strong>Bid Securing Declaration. <\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">When bidding for more than one lot, a separate <strong>Bid Security Declaration<\/strong> should be submitted for each lot.<\/span><\/p>\n<p><span style=\"color: #000000;\">Bidding will be conducted through the National Competitive Bidding (NCB) as specified in\u00a0the Procurement Policy for projects financed by the EFSD\u00a0(last updated on November, 2018), the Procurement Procedures for projects financed by the EFSD (last updated on \u00ad\u00ad\u00adNovember, 2018) (Policy and Procedures posted on https:\/\/efsd.org\/en\/about\/documents\/policies_and_procedures\/), and the Bidding Documents.<\/span><\/p>\n<p><span style=\"color: #000000;\">Bidding is open to all Bidders complying with the eligibility criteria as defined in the Procurement Policy for projects financed by the EFSD and meeting the qualification criteria\/requirements as defined in the Bidding Documents.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Qualification requirements include, but not limited:\u00a0<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Average annual financial amount of construction works performed for the last three years for the respective Lot makes:<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">a\/ Lot 1<strong>: 63,000,000 AMD<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">b\/ Lot 2: \u00a0<strong>186,750,000 AMD<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Experience as prime contractor in the performance of at least two civil works contracts (including Heating, Ventilation, Air Condition (HVAC), Energy Efficiency Measures (EEM), Photo Voltaic (PV)) of similar nature, size and complexity over the last 5 years \/for each lot\/ (to comply with this requirement, works cited should be at least 70 percent complete):<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">a\/ Lot 1: \u00a0<strong>9,800,000 AMD for each contract<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">b\/ Lot 2:\u00a0 <strong>58,100,000AMD for each contract<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Liquid assets and\/or credit facilities for each Lot, net of other contractual commitments, of no less than:<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">a\/ Lot 1: <strong>7,000,000 AMD<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">b\/ Lot 2: <strong>20,750,000 AMD<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">When bidding for more than one lot, Bidders should meet the combined minimum requirements of the relevant lots to be qualified and to be awarded more than one lot (contract).<\/span><\/p>\n<p><span style=\"color: #000000;\">Bids shall be delivered to the<strong> Armenia<\/strong> <strong>Renewable Resources and Energy Efficiency Fund, 29\/1 Sayat-Nova, Yerevan 0019, Armenia<\/strong> on or before <strong>15:00, December 14, 2022<\/strong>. Electronic bidding shall not be permitted.<\/span><\/p>\n<p><span style=\"color: #000000;\">Late Bids will be rejected and returned unopened to the Bidders.
