Assignment Title: <\/strong>Stakeholder Consultation and design of Two Concept Notes<\/strong><\/p>\n

\u00a0<\/strong>\u00a0<\/strong>Reference No<\/strong>.: GCF-CS\/4\/2022<\/strong><\/p>\n

The Armenia Renewable Resources and Energy Efficiency Fund (R2E2) has received financing from the GCF toward the cost of the \u201cREADINESS SUPPORT FOR ACCREDITATION GAP ASSESSMENT, CAPACITY BUILDING AND PIPELINE DEVELOPMENT FOR POTENTIAL ACCREDITED ENTITY\u201d PROJECT, and intends to apply part of the proceeds for consulting services.<\/p>\n

The consulting services (\u201cthe Services\u201d) include designing project portfolio for potential accredited entity (R2E2 Fund) following review of the national long-term policies in the domain of energy efficiency and renewable energy and in close consultations with potential stakeholders (relevant ministries and agencies, municipalities, private sector representatives and international development partners).<\/p>\n

The overall duration of the assignment is 16 weeks.<\/p>\n

The detailed Terms of Reference (TOR)<\/a> for the assignment is attached to this request for expressions of interest.<\/p>\n

The Armenia Renewable Resources and Energy Efficiency Fund (R2E2) now invites eligible consulting firms (\u201cConsultants\u201d) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:<\/p>\n

General experience of the company in implementation of similar assignments (engagement with private sector and implementation of consultations, design, <\/em>review, assessment and\/or implementation of the national policies in the domain of energy efficiency and renewable energy<\/em>).<\/p>\n

\u00a0<\/em>Specific experience of the company in engagement within the projects implemented and\/or financed by Climate Funds and\/or <\/em>designing and\/or implementing projects for Climate Funds and MDBs.<\/em><\/p>\n

\u00a0<\/em>Key Experts will not be evaluated at the shortlisting stage.<\/p>\n

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank\u2019s \u201cProcurement Regulations for IPF Borrowers\u201d July 2016, setting forth the World Bank\u2019s policy on conflict of interest.\u00a0 In addition, please refer to the following specific information on conflict of interest related to this assignment: Refer to information on conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations<\/em>.<\/p>\n

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and\/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.<\/p>\n

A Consultant will be selected in accordance with the Consultant\u2019s Qualifications-Based Selection method set out in the Procurement Regulations.<\/p>\n
